They only understand their needs at this point, and not yours. Specifics can let me be more helpful, but babies are still trying to figure out everything- it’s all a great experiment to them, and your attention, positive of negative is what they want- no attention is what they hate.

Yeah, it seems weird to consider animal training techniques on people, but basic learning all works in similar ways, so don’t be too hasty in dismissing the ideas.
